FORMALIZE A CUSTOMS DECLARATION FOR THE SHIPMENT
- LARGE LETTER
Maxi letters with a value of up to EUR 355 can be sent with the simplified form CN22 of a customs declaration. In other cases, form CN23 should be used.
- PARCEL
Irrespective of the contents of the parcel, formalize the form CN23 and CP71 address card for the parcel.

The CN22 and CN23 forms and CP71 address card are available at the post office. Make out the exact list of items contained in the parcel in English, French or another language known in the country of destination. In order to speed up the procedure for the customs declaration, you may also add to the parcel, in a plastic cover, a commercial invoice or a pro forma invoice of the items contained in the parcel.

European Union countries
PARCEL WITH A VALUE OF MORE THAN EUR 1000
If you want to send a parcel to a non-EU country and its value exceeds EUR 1000 or a postal consignment with a weight of more than 1000 kilogrammes, the postal consignment needs to be declared at the Estonian Tax and Customs Board.
For the declaration of the postal consignment, present at the office of the Estonian Tax and Customs Board a commercial invoice or some other document, which gives evidence to the value and the right of ownership regarding the goods to be sent, and also a special permit, if it is required by the law. Then, together with the export customs declaration, go to the post office.
Remember that Switzerland, Norway, Iceland and Liechtenstein are not members of the EU. The same procedure that applies for sending parcels to non-EU countries needs to be followed for postal consignments to be sent to autonomic regions within the EU. Autonomic regions within the EU
